Cesar2030 Center of Excellence is built as a cluster of 26 living labs, covering all the dimensions of food ecosystems, on the entire chain of research, experiment, innovation, knowledge transfer, strategic action, and sustainable development.


Living Labs
- The Cesar Center is under evaluation in the funding program.
- During this period, living labs carry out exploratory actions, contributing to capacity building in an organic way.
- Although they are in the Ante-Factum period (before implementation under a funding contract), the labs produce deliverables and impact as in a normal implementation period, contributing to the dynamic, exploratory, and operational character of the Cesar Center.
- One of the advantages of this approach is given by the exploratory actions to identify the most efficient action strategies.

5 Hubs with 30 Living Labs
During the project’s implementation period, the center will be further developed according to the systemic strategy oriented on correlating the main objectives with new opportunities and challenges.
The new objectives were organically developed within the Ante-Factum Activities of the Cesar Alliance, and they offer new dimensions to the Cesar Center of Excellence.
The main objectives of the Cesar Center of Excellence remain the fundamental vector of the center strategy, but they will be in synergy with the new challenges, identified during the capacity building period.

From Living Labs to the Policy Lighthouse in the Bioeconomy Systems

Abstract
The Living Lab is a very important conceptual and material tool in the dynamics of knowledge production and transfer systems. These laboratories are so important that they have transformed, from a strategic point of view, into a set of methodologies and practices for complex approaches in knowledge management and innovation. If a few decades ago the idea of a living lab was reduced to the experimental dimension and innovative actions in real-time, in direct relation with stakeholders, now living lab systems have acquired an extremely high degree of complexity. Thus, a systemic understanding of the living lab involves practical and methodological dimensions related to concepts such as: participatory knowledge, co-creation, policy lab, demonstrator, lighthouse, collaborative governance, open knowledge systems. In order to establish the fundamental frameworks of these processes, a research action is being carried out in the Cesar center of excellence through the synergy of 5 living lab laboratories. Thus, all these characteristics and dimensions of living labs can be operationalized as strategic tools and integrated into the intelligence capital intended to support complex decision-making processes. In this presentation, we aim to analyze how a living lab can be operationalized as a scaling and multiplication entity in the process of consolidating its policy lab dimension, in circular bioeconomy systems.
